Director

Richard Rowland – CMgr FCMI, MSt (Cantab)

Richard served 30 years as a police officer, up to the rank of Chief Superintendent. He gained extensive experience covering both operational and organisational leadership, major project management, major event organisation and technology insertion. Richard is a qualified trainer and associate of the College of Policing. He has long been associated with the military, and now chairs an advisory committee for Reserved Armed Forces.  Richard is the Managing Director of State 21 Ltd, which is a consultancy and training company.

Richard recognised the lack of support nationally given to those working within the Emergency Services if they wanted to develop their working portfolios, or as they prepared to leave the Services through choice or on retirement. As a result he along with his colleagues formed Emergency Services Career Transition Ltd. (ESCT) to fill the gap.

Ren Kapur MBE

Ren is British-Indian entrepreneur passionate about enabling individuals and communities to support themselves through enterprise.

Essential to this has been bringing together Corporate, Government and Charity stakeholders on a national and local level.  In 2009 Ren was appointed National Champion for Business Administration and Finance by the Education Secretary and has most recently seen her passion to provide enterprise skills learning for all ages brought to life through Enterprise for Life® programme for the Army cadets.

Ren founded X-Forces Enterprise (XFE) in 2013. XFE is the leading organisation in the UK for Enterprise and Start-up Skills in the Military community www.x-forces.com

Ren has held a life-long passion for the Armed Forces community and in 2018 was appointed Lt Col. In the Army Reserves.  In 2018 Ren was appointed the first ever volunteer Armed Forces Champion for small businesses by the Federation of Small Businesses (FSB).

In 2020 Ren was appointed Director of Emergency Services Career Transition.

In 2016 Ren was awarded an MBE for her service to Entrepreneurship in the Queen’s 90th Birthday Honours List.

Director

Gerard Kiernan

Gerard is a former senior police officer with over 22 years’ operational and leadership experience, having previously served for 11 years in the military. His specific areas of expertise include: armed policing, emergency planning/exercising, operational and business continuity, crisis and critical incident management. Gerard is a qualified trainer (Cert Ed) and experienced Learning and Development Manager.

Following his retirement Gerard has worked as IT Product Development Manager focusing on the Blue Light and Defence Sectors. As the Operational Director of State 21 Ltd. he currently provides critical incident consultancy focusing on Marauding Terrorist Incidents, JESIP, and Joint Decision Making. In addition to providing on-site planning and operational support to major public.

Gerard is passionate about the need to support Emergency Service personnel to enhance their potential both within their roles and when they leave the services. He along with his fellow Directors formed the not-for-profit company ESCT to develop services that would support them and their families.

Director

Gavin McMillan – BA (Hons) PG Cert.

Gavin spent thirty years with Hampshire Constabulary as a police officer. During his career he carried out a variety of strategic command roles with responsibility for the leadership and management of people, performance and partnerships. He led on a number of significant change programmes during his career at both a local and national level.

Gavin has always excelled in the development of people, either through the management of people/teams or within the Learning and Development arena, both as a qualified Trainer or more strategically in his last role as Superintendent, Head of Learning and Development.

He joined Richard and Gerard as a Director of State 21 Ltd, and is now a Director for ESCT. Gavin believes that all Emergency Services Personnel and their families should be given the support they need, to make the transition out of the Services into civilian life, a much smoother and less stressful journey than many experience today.

HR Partner

Liz Kiernan

Liz is a Human Resources professional with over 30 years experience primarily gained in large global organisations within the heavily regulated medical device, pharmaceutical and medical products sectors. She had held board and senior leadership roles in both domestic and international positions, managing HR teams in global locations.

Liz has a reputation for her professional and pragmatic approach to HR with an ability to take best practice and translate it into workable, cost effective and value added solutions for the business. She has worked a broad generalist skill set covering all areas of HR in addition to experience in Business Partnering, Compensation & Benefits, Service Delivery and Project Management.

Financial Adviser

Rob Heath  DipPFS, BSc (Hons) 

Rob Heath is a retired Hampshire officer who is now a Financial Adviser with Eight Wealth Management. Being a retired officer means Rob understands the job, police pay, conditions and pensions. He is passionate about helping officers, staff and their families as well as all colleagues from all of the emergency services with all aspects of their finances be it savings, investments, insurance and, most importantly, having a financial plan for the future.
